High School situations are usually delicate because of the homophobia and fear of social ostrisization. However, in your case, these things don't seem to be a problem. Obviously this kid doesn't have a problem with gay guys if he is always hanging out with one. It sounds like you have some compelling evidence, however, it sounds to me that if he is gay, he may very well have a boyfriend already. At any rate, you could just ask him out, if he isn't gay or isn't interested, he will just say so.
