I don't think that a declaration of bisexuality needs to preceed asking a girl out. However, I don't think you should keep her in the dark about it for too long. Don't make it a huge issue; ie sitting her down and telling her you have an issue you need to discuss with her...etc. I think a better option would be to just mention it casually as it comes up on your first or second date. For example, a conversation about past relationships is a great gateway for broaching this subject for new couples.
