How do I win this guy over???

Hi.
In January, I met the guy of my dreams at work. He just turned 21 (I'm 29) and he had a girlfriend. He is in a alternative band, he plays guitar.
He is the most feminine guy. He wears makeup, has a lysp, dyes his hair, wears girls shirts, lives in the largest gay area in my city, he just gives everyone a gay "vibe", odds are very high that he's gay.
Anyways, he is sooo busy with the band and ended up quiting where I work and is taking on another PT job at night, he already has a FT job currently. His carreer and band seem to come first.
I went to videotape his band in another city last night and I had to express myself at the end of the night. I told him that I enjoy our friendship and that I wish we could spend a little more time together and that my feelings do get hurt sometimes when he does not return my calls. Lately, he hasn't returned any.
He said that he is just so busy with work and the band and these are the things his gf used to complain about (used to means ex-gf now???) and that he has no free time.
He did say call me on Monday, which is typical.
So, I know it's not me. I am very comfortable with my looks, in fact I get many cute guys after me. I think he is attracted to me, because I can just tell. I've had experience with this, my ex-bf had 3 gf's when I first met him, but that was at school and we saw each other every day.So, my question for you is.
How can I make this work. I know the rule is let him come to you, but I wanna remain close. I think he has no other friends.But if I continue calling and we do talk a long time, how can I incorporate "doing stuff together"...if I ask over and over he'll eventually give in???
He strikes me as the type of guy that likes to do stuff on a "moments notice", so I should just call early and make plans for later that day?
