It doesn't seem too encouraging that he turned down your first invitation to hang out with him, but maybe he was genuinely busy. At any rate, my advice is just to ask him to hang out. Right now this guy seems like a "work friend", you need to incorporate him into other parts of your life. I suggest something light like "Hey I am going to the mall to pick up some CDs after work, do you want to come along?" Regardless of his sexual preference, if you enjoy spending time with him, you should try to forge a friendship, people like that are rare. That is definatetly a good first step, it shows him yet again that you are interested in him and it gives you a chance to spend more time with him (away from the work place) where you might be able to pick up clues from conversation or behavior.
