The physical attention you have been receiving from your friend could just be harmless teasing, but it is also possible that he may be interested in "experimenting" with girls. If this is the case, considering your history, he probably sees you as someone who is non-threatening. Regardess of his intentions, if the "touching" is making you at all uncomfortable you should tell him in a nice way to stop. If it doesn't make you uncomfortable and you are open to a sexual experience with him (or just don't mind being touched by your best friend), than just go with it.
