It sounds like he is interested in you, at least for a friendship. Since this is someone you just met and he is being very friendly to you, I think you ought to also make efforts to advance the budding friendship. Depending on whether he is gay or and romantically interested in you, a relationship could possibly follow, but if you are interested in him, try being friends first.
