You may consider yourself outgoing but if you are constantly sitting around and waiting for guys to hit on you, you may be waiting quite a while. If you are never willing to make the first move, you may be giving off an impression of arrogance and disinterest. Perhaps there are people your own age who are attracted to you but don't act on it because they don't think "you" are interested. Try to be more outgoing (although you already say you are outgoing, I suspect you may be shy when it comes to cute boys).
