It's important to remember that those who view homosexuality as "immoral," or "wrong," are viewing it through the lens of a homophobic culture, religion or upbringing. Other cultures and other time periods in history have seen full and complete acceptance of homosexuality. The so-called "repulsion" that many straight people say the feel towards homosexuality is actually a learned repulsion.
Time Magazine recently published an article which discussed the prevalance of observed homosexuality among animals ranging from birds to monkeys. So if you're going to ask the question why boys and girls are gay, you may as well ask the question: why did God create homosexuality?
Here's my answer to your question: God created boys and girls and he also created a complex array of sexual orientations for reasons we are only beginning to discover. My personal belief is that homosexuality evolved to keep cohesiveness of a society. Here are a couple of examples of how this occurs:
(1) Since gay people don't usually reproduce, they consume less resources and can serve as extra hands to help society.
(2) Gay males, and a range of homosexuality evident in a proportion of the male population, assure that there is some love and attraction between some males as opposed to pure, violent and lethal competitiveness.
